Video editing software wanted

One of our ESO partners wants to help us hear and see what God is doing through that ministry. To do so he needs Vista compatible video editing software. Particularly important is the ability to produce subtitles or to lay down a new audio track. The people he is interviewing don't all speak English and he wants to be able to provide a translation.
